This research investigates the critical role of nurse leaders in fostering organizational adaptability during periods of significant healthcare reform. While previous studies have examined leadership in healthcare contexts, this paper presents a novel conceptual framework that integrates complexity leadership theory with adaptive capacity modeling specifically tailored to nursing leadership dynamics. Through a mixed-methods approach combining quantitative surveys of 347 nurse leaders across 42 healthcare organizations with in-depth qualitative interviews, we identify three distinct patterns of adaptive leadership that emerge during reform implementation. Our findings reveal that nurse leaders who employ what we term 'resilience scaffolding'—a proactive approach to building structural and psychological support systems—demonstrate significantly higher organizational adaptability metrics compared to traditional leadership models. The research contributes original insights by demonstrating how nurse leaders function as 'adaptive intermediaries' who translate reform mandates into clinically viable practices while maintaining staff engagement and patient care quality. This study offers a new theoretical lens for understanding healthcare organizational change and provides practical frameworks for developing nurse leadership capabilities in turbulent policy environments.
